Never tried it but is it possible to use a PvP reward item on a PvE character?

I'm gonna say no. You can't equip a PvP-generated weapon on a PvE character (or any character -- Pve/PvP -- that wasn't the creator of the weapon).

Hm, interesting. I've never played around with Tolkano and his weapon skins (seems like a waste of points to me). A little digging around the wiki reveals this: "The skins of weapons created by the /bonus command, even by a PvE character, can be changed by Tolkano."
